The turn of the year will bring changes to the lower and upper limits for YEL income. YEL contribution rates will remain unchanged, but the wage coefficient will increase the YEL income amount by 2.2 per cent compared to 2024.
YEL contribution rates will remain at the same level as in 2024:
- 24.1% of the YEL income for those aged 18–52
- 25.6% of the YEL income for those aged 53–62
- 24.1 % of the YEL income for those aged 63–69
Starting entrepreneurs are entitled to a 22 per cent discount on YEL contributions for the first four years (48 months) of entrepreneurial activities.
YEL income increases along with the wage coefficient
The amount of YEL income confirmed for your YEL insurance policy will be adjusted automatically by the wage coefficient at the beginning of the year. In October, the Ministry of Social Affairs and Health confirmed that the wage coefficient for 2025 is 1.673. The wage coefficient will increase the YEL income of every entrepreneur by 2.2% in comparison to the level in 2024. The purpose of the adjustment is to ensure that the YEL income level is consistent with the general salary and price development.
Increased YEL income limits
The minimum and maximum limits for YEL income will increase at the turn of the year:
- The minimum for YEL income is EUR 9,208.43 (approx. EUR 767 per month)
- The maximum for YEL income is EUR 209,125.
The lower limit for unemployment security will rise
The turn of the year is a good time to make sure that you don’t accidentally drop out of the sphere of unemployment coverage, since the lower limit will be increasing to EUR 15,128.
As a member of the Entrepreneur Fund, you will accrue earnings-related unemployment security if your YEL income is a minimum of EUR 15,128. If you are not a member of the Entrepreneur Fund, you can apply to Kela for a daily unemployment allowance.
If your YEL income falls below the minimum for unemployment security and you become unemployed, you can only apply to Kela for the means-tested labour market subsidy.
YEL income reviews and adjustments will continue in 2025
The Self-Employed Persons’ Pensions Act was amended at the beginning of 2023. The legislative amendment obligates pension insurance companies to review and adjust entrepreneurs’ YEL income levels regularly every three years.
Your YEL income will be reviewed next year if:
- your YEL income has not changed significantly (more than 15%) in three years
- your YEL insurance policy has been valid for at least 3 years.
