The draft Government proposal for the reform of the Self-Employed Persons’ Pensions Act (YEL) is being circulated for comments. Comments on the proposal can be submitted until 5 August 2026.

The Government has reached an agreement on the reform of the pension system for entrepreneurs. The reform is expected to enter into force at the beginning of 2028.

A survey on the development needs of the YEL system was published on Friday, 5 December. Rapporteur Jukka Rantala’s report contains proposals for developing the determination of YEL income.
